ABSTRACT A CIVIL AVIATION MASTER PLAN PROPOSAL FOR SUSTAINABLE DEVELOPMENT Hakkı BAĞAN Department of Civil Aviation Management Anadolu University, Graduate School of Social Sciences, July, 2022 Supervsior: Prof. Dr. Funda Râna ADAÇAY Each country aims to progress in economic development for the future and makes plans in this direction. Economic development plans are in a parallel and reciprocal relationship with the development of the aviation sector, which extends to the international scale, as with every national sector. Master plans are tools that provide the most appropriate management and development of existing and potential resources in the development path of countries. In this direction, a civil aviation master plan is created to guide the future expectations of the industry, so a master plan is important in the growth and development of all civil aviation activities, especially air transport activities. The master plan must be a sustainable, logical and cost effective design. An airline transport sector (or system); It is the sum of large and diverse facilities such as Airports, Airline operators, Ground handling companies, Aircraft maintenance activities and Air navigation services. At the same time, the following can be listed as the other components of this system: Infrastructure and superstructure; Rules and regulations, Users; Employees and all similar stakeholders. Because it has so many components, a civil aviation master plan requires long-term and detailed planning; It is a multi-disciplinary, complex, dynamic and organic structure that includes current management and organization techniques and is supported by political and political decisions. The inclusion of civil aviation master plans within the scope of national development plans, as seen in the realized examples, makes significant contributions to the achievement of the United Nations Sustainable Development Goals (UN SDGs). For this reason, these master plans, which are constantly developed, contribute directly to national economic development and indirectly comply with UN sustainable development goals. In short, civil aviation master plans serve sustainable development. The five main strategic objectives (Safety, Capacity and efficiency, Security, Economic development and Environment) proposed by the International Civil Aviation Organization (ICAO) for an ideal civil aviation master plan model, seventeen in total, are sustainable. The fact that it is compatible with fifteen of the development goals is proof of this (as summarized in Table 2.6). If a country that considers sustainability in national development is also looking for success in the field of aviation, it is natural that these two goals must be compatible with each other. Such a planning vision, which aims at sustainable development on a global scale, starting from the local level, will increase the effectiveness and efficiency of both the national development plan and the master plan, and will also support the success of these plans. In this study, a civil aviation master plan for Turkey's sustainable development goals is proposed. With the perspective above, the conceptual framework of the study was formed as follows: The distinction between Development and Sustainable Development, strategies and targets in this direction, Turkey's national civil aviation master plan, Turkey's national aviation policy were evaluated. In more detail, the importance, effects and development of the aviation sector in the development of Turkey are given. In this section, general evaluations were made within the scope of the Master Plan General Approach. Civil aviation activities determined by ICAO are included in the conceptual framework. This institution, which has a global regulation in the field of civil aviation, regulates the activities of the field and sets international technical standards. These activities are: General aviation activities; Commercial airline transportation, Airport services; Aircraft maintenance and repair activities; Civil aviation production; Air navigation services; Aviation training; Regulations of aviation authorities and other activities. Qualitative research method was used in the research design, which determined the method of the study, and the data obtained were analyzed with an inductive approach. Semi-structured interviews were held in order to determine the strategic goals and success criteria of the Turkish civil aviation master plan. The qualitative data sets created as a result of the interviews were analyzed using the NVivo12 program. In the light of the results, themes, categories and sub-categories were created. Thus, in line with the universal goals proposed by ICAO, a Turkey-specific civil aviation master plan for sustainable development was proposed, and the strategic goals and success criteria of this plan were determined.
