Abstract (EN)

Cities have emerged as places where people live collectively in the historical process and meet all their needs as well as production and consumption activities. Urban resilience, on the other hand, is the city's readiness for all kinds of risks that may arise in the city. It is possible to talk about resilience at every stage of the city's history. Although resilience was provided mostly for security purposes in the first established cities, it was aimed to provide resilience against the problems caused by population density in the cities of the 21st century. The epidemic disease caused by the Covid-19 virus, which entered our lives in January-2020, spread all over the world in a short time with the effect of globalization and caused serious problems in cities. Although the rapid flow in the city made it difficult to control the epidemic in mega cities, the epidemic process in micro cities was overcome more systematically and comfortably. This situation, which constitutes the starting point of the research, caused to understand how the Covid-19 epidemic process was and is being passed in Çankırı, a micro city. In this direction, face-to-face interviews were conducted with 5 authorized persons working in Çankırı Governorship, Çankırı Municipality, Çankırı Provincial Directorate of Environment, Urbanization and Climate Change, Çankırı AFAD Provincial Directorate, Çankırı Karatekin University Rectorate, using the "in- depth interview" method. The fact that public institutions are at the forefront and coordinate during the epidemic process is the main reason for their selection as a sample. As a result of the interviews, it was understood that the epidemic process in Çankırı was systematically and somewhat more comfortable. Because, in Çankırı, which is a micro city, communication between institutions is easier in case of risk, and the chance of quick intervention is more, and this has led to serious reductions in case and death rates.
