Sustainable urban development and network governance in solid waste management: Giresun province case study

When the concepts emerged after the traditional public management approach examined, it is understood that common grounds through collaborations between the different parties. Especially problems with becoming more complex (wicked problem), network style organizations (theory and empirical) that a new type of collaboration has come to the fore. The problematic of this study within the framework of what is expressed above: institutions serving under the authority of the state, actors located in the market or NGOs, singular, not successful against emerging issues because take on more complex problems arising in the public domain. Therefore as a means of effective management of the complex problems, there is a need for different parties to act in a network. Highlighting the problematic, the main purpose of the study: management of urban solid waste which is seen one of the important components of sustainable urban development investigate within the framework of network governance model. In the context of the main objectives, the answer has two basic problems in the research process: 1. How network governance model which independent veriable offers a contribution to the solution of public problems?, 2. What level sustainable approach and networks between the parties are used at the urban waste management in Turkey. Under expressed questions, in this study was used from critical review of the literatüre, content analysis, Q-Method and semi-structured interviews methods. According to the overall results of the survey: The complexity of public policies is to bring new maagement model such as network governance. In this context, due to networks that have distinctive; features open organization, horizontal structure and functioning, voluntary, flexibility, interdependence each other of parties and mutual benefit et. al., those are separated from other management approaches and organization. On the other hand, it is understood to find application area of network governance model for sustainable urban solid waste management reflect the complex situation with multilateral and multi-stage structure. Municipalities and NGOs consider important of waste mangement but tehere are limited collaboration between the different parties. Also waste come on the agenda with wild storage across the province and governor come forward as an actor in position of the central government's representative.
