Reflections of the Syrian-based migration process on civil society in Turkey

Abstract (EN)
In this thesis, NGOs have been dealt with as a prominent actor in the field that Turkey tries to develop migration governance in the process of Syrian migration that has a sudden, compulsory, massive, and chain reaction. In this context, in addition to the relevant literature, legislation, and determination of the fields of activity of NGOs for Syrians, the institutional views of NGOs, the difficulties and opportunities they face have been included. For this purpose, in-depth interviews were conducted with 12 participants from 10 NGOs engaged in activities for Syrians using a semi-structured questionnaire within the scope of qualitative research tradition. The data obtained from these interviews were subjected to descriptive analysis and evaluated in the context of the relevant literature. It is possible to say that the civil society field has been revived since 2011 when The Syrian origin migration movements began in Turkey. In addition to the newly established NGOs that shape their activities towards the needs and problems of Syrians, many previously established NGOs have expanded their activities to cover the problems in the field of migration, not ignoring the needs of migrants. In recent years, Turkey's public-immigrant-national and international cooperation between NGOs has intensified. In this context, while trying to implement practices that minimize the problems of immigrants, opportunities have emerged to improve the governance mechanism in both civil society and public institutions. This case has brought opportunities such as the development of civil society and NGO capacity culture in Turkey. It has been observed that NGOs play a critical role in providing Syrians with access to legally regulated services.
