Structural and legal changes in Türkiye's migration policy after the Syrian War and their effects on Turkey

The most critical point in Turkiye's migration history is undoubtedly the mass migration from Syria. Turkey has been providing security, shelter, nutrition, education and health services to millions of Syrians since the beginning of the migration. With humanitarian approach, Syrian citizens who have a cultural and historical past with Turkey have been granted "temporary protection" status in line with EU migration policies. Today, Turkey is the country most affected by the mass migration originating from Syria in terms of security, socio-economic, urban, demographic, cultural and social structures. Syrians, who were defined as 'displaced and affected' due to the civil war at the beginning of the Syrian crisis, are now in a position of refugee influx that deeply affects and changes the social and economic structure. Migration originating from Syria has also created breaking points in Turkey's regulations regarding migration. In this context, the YUKK has been regulated in the Turkish legal system. With the YUKK, the entry, exit and residence conditions of foreigners entry Turkey regularly and irregularly, and the laws implemented by the administration, are regulated. Additionally, Presidency of Migration Management which is responsible for migration management in Turkey, was established. Thus, migration management is being reviewed in a civil society institution. The aim of this study is to examine the institutional and structural reflections of the mass migration from Syria in Turkey and to contribute to and shed light on future international migration policies. Literature review technique was used in the study.
