Abstract (EN)
In Reorganization Period that is understood Western production structure?s superiority to Otoman traditional production structure, a lot of factory was builded an some works was made for private enterprises by state. But, as can be examined broadly in our work, these factories didn?t live to a great age beacuse of factors like economical duties, resistance of countryside, minority of population, deficiency of classified element etc.It agitated Ottoman Empire?s budget that closing of factories beacuse of not to be determined lands for improvements, to be care about only formal improvements and to be use of financial resourses in Reorganization Period. Budget deficit reaches at critical stages and Ottoman Empire is get into a huge debt after importing incrase with Balta Limanı Commercia Treaty (1838), production recession, trade decifit and expences at prodigality for improvments in Reorganization Period.
