Abstract (EN)
Throughout history, Turks have maintained their existence by establishing different states. The administration of the Turkish states was mediated through the head of the state and his assistants. In old Turkic states, these people assumed the title of 'kagan' such as.The emperor assumed the title of sultan, padishah, khalifa such as. Since acceptance of Islam. The Ottoman State was previously established as a principality. The state administration blended with old Turkish customs and Islamic elements began to change from the Fatih period. In the Ottoman Empire, legislative prerogative, executive power and judicial function were gathered at the sultan's monopoly due to the absence of the principle of separation of powers. However, Fatih delegated these sultan's authorities to the grand vizier and the other statesmen for establishing central government. Even so, the Sultan exercised these powers within the scope of old Turkish customs and sharia law The reform was needed by virtue of defects in the state system. The Sultans made innovations in numerous fields, especially in the military field by accepting the superiority of the West. In this period, consultancy council which replaced the Ottoman council, new ministries and the other councils were important steps in parliamentary field. Still, the sultanate authority as the top of the government continued own existence in this period. However, the Sultan limited his sovereignty voluntarily in citizens' favour by the Rescript of Gülhane and Rescript of Islahat
