The evaluation of the conservation problems in historic urban textures within the context of street rehabilitation activities: The case of Tokat historical urban textures

As in the world cities, there are many immovable cultural assets as historical building in private and public ownership in the historical city textures of our country. These cities must present a constantly up-to-date architectural appearance. Of course, today's cities are exposed to great pressure. In this process, it is necessary to save the worn-out historical textures of the cities from this pressure. Trying to adapt these textures, whose functions cannot meet the needs of modern life, both socio-culturally and physically, is a very costly and difficult processes for local governments. The aim of this study is to give information about the implementation results of the "street rehabilitation" works by local governments to make attractive the appearance of the streets consisting of registered and unregistered buildings in the tourism-oriented historical urban texture. In this context, the definition of the concept, its emergence, legislation, as well as various applications carried out in the conservation of historical urban textures, especially examples from the historical texture of Tokat-Turkey, the thesis subject area of the first author, were examined. By revealing the positive and negative aspects of these practices, it has been tried to analyse their contribution to the conservation of historical textures, efficiency, and sustainability. In addition, in the international context, examples from some historical textures made in the world are also included by clarifying the subject as a comparison. As a result, it is understood that the applications carried out in our country, especially on the facades constituted by the registered and unregistered buildings, are only a temporary improvement of the facades with an economic approach. Despite the modern areas of our today's cities, suggestions have been made about the sustainable use of the buildings (registered or not) in these areas with their original plan layouts and appearances.
