Beginnig the mid-1970?s, the production system had been changed by the regeneration of economy at global scale. Related to this situation, relocation and deindustrilization had been affected especially North American and European city?s urban spaces and economies negatively. After 1980?s, central and local government relations have been reorganized and central government?s physical support have been decreased. Thus, cities tried to find a way to survive from the crisis. In this process, recsuing the cities from the situation that they were in and efforing to attract the capıtal investements to their economy, provide them to behave like an entrepreneur. Therefore, to regenerate the city?s economy and urban spaces new developments about urban policies and strategies were put on their agendas. In this process the actors that take part and the application tools are playing an important role. In Turkey, urban regeneration process is not similar to the problems startet at 1970?s in Europe and America. In Turkey, irregular developments have been started with the rapid urbanization in 1950?s. In 1980?s, cities have been started to regenarete rapidly, to provide the world economy?s requirements wih the impact of the open-market economic strategies. When we look at the regeneration projects in Turkey, there are not so many examples. In addition, this kind of projects aren?t supported by the central government, so they are generally generated by the civilian entreprises who create small scale projects. In this process, existing projects are not enough though they have an important role being an example for the future regeneration projects. In this research, appearing of the urban regeneration concept, development processes of property-led, housing-led, tourism-led, culture-led regeneration strategies and their impact of the cities and the cultural quarters concept as an urban regeneration strategy have been studied. This cultural quarters concept is emerged recently. This concept is compared with similar and different aspects of examples from the England, Ireland, Australian and Turkey.
