Abstract (EN)
Planification that aims preservation or protection has a very complicated content from legal and managerial aspects during its application process. As we can see from the recent changes, decision makers? approach has evolved to become less protector despite the temporary optimism that had been demonstrated for a certain period. Even after the laws 2863/5226, application problems of historical city centers planification are faced due to lack of determination of local administrations, financial issues, insufficient number of qualified personnel, complicated structure and small size of private properties. On top of these, the changes in protective legislation due to benefit expectators? pressure, and modifications aligned with renovative approach has made it even less easy to preserve and protect historical city centers. This thesis brings to evidence via the findings at its research region that it is not possible to preserve our historical city centers with the legislative framework of article 5366. The conclusion of the thesis is that legislative regulations which have financial and participative aspects, which will permit preservation during the preservationhabitation balance, which will provide specialisation and will consider property as a legal and social entity are urgently needed
