Abstract (EN)
The revival strategies implemented to improve the current state of the historic city center aim to create livable city centers where local people and users feel safe, and their business and activities are developed and revived. It can be provided with strategies that attract the users to the area with alternatives such as time activities, increasing the attractiveness of the region, providing effective transportation alternatives and accessibility, and giving importance to identity elements, architectural character, public places and neighborhood culture. Diyarbakır is a city that hosts both regional and universal natural and cultural values with its Suriçi Urban Protected Area, the UNESCO World Heritage List of Diyarbakır Castle and Hevsel Gardens. However, in the last thirty years, because of migration, terrorism, illegal structures and planning decisions that are not compatible with the morphological structure, Suriçi has started to lose this important fabric. The aim of this study is to evaluate the spatial social and economic impacts of the functionalization of urbanization in historical urban centers in the urban area of Suriçi. These criteria include spatial plan decisions, restoration works, usage diversity, historical texture of the center, accessibility and accessibility, environmental quality status; economic viability in the economic dimension, changes in the real estate market, job creation and local production, the existence of night economies; socio-cultural user views and behaviors, harmony between different cultural structures, perception of security and crime level. These criteria include plan reviews, field surveys, municipalities, Conservation Board etc. The information obtained from public institutions was evaluated within the framework of the survey results conducted with the residents. As a result, the positive and negative effects of the urban renewal strategies of the Urban Protected Area have been put forward and recommendations have been developed.
