Preventive policing as a quality improvement tool for combatting terrorism

In this study, Preventive Policing is proposed in order to meet the public expectations, needs and to produce public service in a productive and effective way. Preventive policing is studied in two subheads. Study is divided into four parts. First and second parts are concerned with definition of terror and terrorism, causes of terror. Combating Terrorism in Turkey, some other countiries, international organizations and their opinions are also discussed. Analyzing the effects of terrorism and examining the risk-groups formed by individuals who have possibilities to join a terrorist organization have been cotributed to the study. in third part, quality improvement tools, their benefits and the needs to use quality improvement tools are mentioned. In last part of the study it is suggested that Community Policing and Problem Solving / Analytical Policing form the Preventive Policing. This approach makes us to see and to use the Preventive Policing as a quality improvement tool. Being consumer oriented, collaborator and supporting continuous improvement indicate the Preventive Policing as a quality improvement tool. The main purpose of the study is to show the Preventive Policing as a quality improvement tool which makes the policing service effective and productive especially in Combating Terrorism as a spesific field. Through this purpose study is divided into four parts and the relation between Terror- Combating Terrorism-Quality Improvement Tools-Preventive Policing is defined. Thus, a logical structure is formed.
