Abstract (EN)

There are areas that remain unregistered due to various reasons during cadastral procedures in our country. It is of great importance to register unregistered areas and bring them into the economy. For citizens who want to return to their homeland but cannot find land or who want to make investments, there is a need to register Non-Registered Areas (THA) under the name of the treasury with qualifications such as settlement area, agricultural area, raw land and present them to the use of the relevant parties (transfer). While registering THAs, the gaps between streams, lakes, rivers, protected areas and registered fields and plots should not be subject to registration in any way. In addition, the diversity of legislation in the registration process of THAs and the involvement of more than one institution in the process of forming the process prolong the Administrative Registration (ADR) processes. In order to develop a solution model by analyzing these processes, the institutions involved in the IYT process were evaluated within the framework of the legislation, the factors that prolong the process were investigated, and a study was conducted on how these deficiencies could be resolved and which of the identified THAs were Potential Non-Registration Areas (TUOPTHA) that could be Suitable for Registration. In this study; THA was determined in the QGIS program by taking the difference of the registered parcel geometry data obtained from the Bayburt Cadastre Directorate from the Bayburt province cadastre work area surface area. Using the data obtained from the Geographic Information System (GIS) software and the existing data infrastructures accessible from the Turkish National Geographic Information System (TUCBS) website, the locational quantity and also the usage potential qualities of the THAs detected in Bayburt Province were determined with the help of spatial analysis methods. Suggestions were made to eliminate the deficiencies in the current legislation in order to meet the IYT process. A study was conducted on how the management of registration requests could be done more effectively and in coordination with the relevant institutions.
