Urban development under the impact of mass housing administration (MHA): Case of Ankara southwest metropolitan area planning zone between 2004 and 2010

Along with the fact that urbanal areas are under the effect of dense population, rural areas are at the risk of facing urbanal invasion. Especially in metropolises, resulting from this enlargement rural areas turn into urbanal areas faster than normal. In order that process to be able to operate accordingly, it is vital that urbanal growth should be handled well planned.While plans are the documents guiding the urbanal growth, it is not possible to consider them independently from administrative and legislative framework within the framework of planning. In this regard, especially with the reorganization of Metropolis Municipality administration in accordance with the law no. 3030 in 1984, again in 1984 foundation of Mass Housing Administration (MHA), introducing the law no. 2985 Housing Estate Act, and after those introducing the transformation acts and alike legal arrangements, it is intended to discuss how the plans are shaped. With the power taken from those legal arrangements; discussion about the intervention made on plans, guidance of urbanal growth and how the unearned income were shared, was performed.At the same time, it is also evaluated how the legal arrangements shape the authorities among the planning actors without interfering with the coherence. Especially in recent years being an important actor for planning, Mass Housing Administration (MHA) has come into prominence with the cooperation they had with the local governments. In this sense, planning works of Aşağıyurtçu, Yukarıyurtçu, Balıkuyumcu and Yapracık regions located in Southwest Metropolitan Area are analyzed within the thesis. Revision plans, statement reports, court decisions related to lawsuit and plans made in these regions are evaluated.
