The application of total quality management in the institution of education and the problems faced

The inevitability of being involved with the rapid technological development and the information network increased the competition in the product, service and manpower issues and such competition created the quality revolution. It has enforced the educational organizations to change their current management structures as well. Quality; as a word it is used to reflect the metamorphosis, development, reform, improvement and restructuring. Total quality management which is an effective method to reach the desired quality preeminence is the management style of the present days. In this study, it is targeted to determine the hindrances faced during the total quality management applications in education sector. The study is mainly based on the Anadolu vocational school, Industrial vocational school, technical high school and other high schools located in ?stanbul. The sampling of the survey performed during this study was mainly was 917 students, 206 teachers and 48 administrative personnel worked in Anadolu vocational school, Industrial vocational school, technical high school and other high schools located in the Anatolian side of ?stanbul. Frequency, average, percentage and standard deviation were used in the data analysis. As the result, it is noted that the reason for the failure to achieve the expected efficiency in our national educational system is that the necessary in-service trainings were not structured efficiently, institutional common culture was not established by the administrators and the national educational system has not been successful to adopt administrational and occupational TQM (Total Quality Management) which plays the key part in the development of service process in the whole world. Establishment and the maintenance of an institutional common culture is also one of the vital requirements for the successful application of TQM (Total Quality Management) in the schools. The persons who can achieve this target are the school administrators and the teachers together with the contributions by all shareholders.
