This thesis study has been focused on the question, if public sphere can be created by art and has turned to a project supported by Anadolu University Scientific Research Project Department. The extent of the project was determined by examining new genre public art which is an art type makes art with public. As the method of the thesis, literature searching was used, at the same time, there have been organized meetings with the people studying on the same topic and make a exhibition with 43 participant in the name of 'Dialog in Public Sphere' within the project. The project of 'Public-Art Relation and Process' consists of three parts. In the first part, definitions of public sphere and public art were examined based on 'public's meaning and the common features of these concepts with the project were revealed. It has been introduced that project is different from the logic of classical public art and based on relations as new genre public art (which is an art type made for public in public spheres with public) does. In the second part, it has been examined how art concepts and art works, which have been effected on new genre public art, occured and made art far from traditional ways. Especially art works from historical avangard and avangard were given as examples. At the last part of the second part, it has been focused on criticisms on new genre public art. As the last part, in the third part, it has been searched the contribution of public and daily life to new genre public art and the project. Because the project took a type of art as the topic which is so related with public, there has been a lot of information about art and society was occurred at the end of the study. All the process was based on meeting of managers of public institutions, managers of non-govermental organizations, the oldest artisan, woman national lotary ventor, the oldest meerschaum master and these kinds of characters and art students in Eskişehir. In this context, it can be accepted that portrait paintings, presented at the 'Dialogue in Public Art Project Exhibition', have emerged with actual interaction and participants got aware of themselves and others. Lots of information was occurred about, art, society and process contexts, as it is included in the name of the research, based on the interaction between people and their having experiences at the end of the study, which can be used in art education, too.
