The mediation effect of information and communication on the relationship between social ties, social resources, transformation potential and disaster management

The experiences of people who know the people closely about the community can support decision makers and managers in creating a sustainable community. In particular, the experiences of people who realize the resources, social ties and capabilities of the community in disaster and emergency situations can contribute to the creation of stronger disaster management policies. The aim of this study was to investigate the community resilience of the people of Erzurum according to the opinions of Emergency Health Services personnel in Erzurum. First of all, data was collected from 301 personnel using the Collective Resilience Scale consisting of connection and caring, resources, transformative potential, disaster management, and information and communication factors. The mediating role of information and communication in the relationship between connection and caring, resources, transformative potential and disaster management was examined. As a result, the resilience of the community was at a medium level and the factor with the highest mean was disaster management and the factor with the lowest mean was transformative potential. While connection and caring negatively predicted disaster management, resources and information and communication positively predicted it. Information and communication had no mediating effect on disaster management. The results of this study can guide local administrators, disaster managers and non-governmental organizations in developing social capacity in combating emergencies and disasters.
