A research on local government budgets in terms of gender: The example of Metropolitan Municipalities in the Southeastern Anatolia Region

Gender; It is expressed as a multifaceted concept that is used to raise awareness of the conditions that prevent women from existing in the social sphere, as well as women, men and individuals who are disadvantaged due to the rules of society. State policies are closely related to the concept of gender in terms of ensuring that individuals live freely and equally. It is aimed to empower women in the places where they live, with the idea that it will be easy and effective to ensure national democracy if the interventions to the inequality between individuals existing in society start from local governments, which are the closest government units to the people. In this study, the concepts that form the basis of the gender phenomenon have been examined, the structure of local governments has been discussed, and it has been tried to determine to what extent the service perceptions of local governments are effective in terms of gender equality. The source scanning method was used in the study, which was taken as an example from the Metropolitan Municipalities of the Southeastern Anatolia Region. Strategic Plans, Performance Programs, Activity Reports and official data of Şanlıurfa, Diyarbakır, Gaziantep and Mardin Metropolitan Municipalities were analyzed and the effects of services for women were evaluated in the light of the findings.
