Abstract (EN)

This thesis aims to examine the disaster management strategies adopted by Japan and Turkey in their earthquake-prone geographies. The policies, cultural factors, and infrastructure preparations embraced by both countries before, during, and after disasters are analyzed in detail. Critical elements among the focal points of the study include geographical locations, earthquake realities, disaster prevention plans, urban users, and social awareness. Japan stands out with its disaster management approach characterized by years of experience and engineering-focused solutions. The country has significant expertise in overcoming cultural and financial challenges by integrating technical and non-technical measures. Additionally, social solidarity, a low perception of corruption, and a strong governance structure are among the factors enhancing Japan's resilience to disasters. Turkey, on the other hand, being geographically situated in an earthquake zone, faces constant disaster risks. Within the framework of this thesis, emphasizing the deficiencies and problems encountered in Turkey's disaster management, and the necessity to address them, as well as the guidance provided by Japan's experiences in preparing for earthquakes, particularly in the expected Marmara region, are highlighted in a transdisciplinary perspective.
