Formationing a strategic plan for the restructuring of open universities in the transhumanist era

Abstract (EN)

The main purpose of this research is, in the light of the developments observed in different disciplines such as technology, genetics and biology, to show how the needs that will arise within the framework of transhumanism will reflect on the services of open universities in the context of learning. However, as a result of this reflection, it was aimed to show which elements should be included in the strategic plans of universities and what should be in the strategic plan. The theoretical context of the research is constituted by individual, institutional and social needs in the context of transhumanism, as well as the mission, vision, strategic scopes and goals, performance indicators, monitoring and evaluation dimensions in the future view part of the strategic plans of open universities. In this study, one of the qualitative research methods, phenomenology method was used. Within the scope of the research, the opinions of transhumanists who are actively working in the field of transhumanism and accepted as the pioneers of the field, and experts in the field of open and distance learning for many years were consulted. In the first stage of the research, after the theoretical matrix was created, interview questions were prepared based on this matrix. The interview questions took their final form with the evaluations of the experts. Afterwards, interviews with transhumanists via social media and telephone, and discussions with open and distance learning field experts were conducted by search conference method. As a result of the analysis of the obtained data, the main themes and concepts were reached. Findings and comments were prepared by phenomenological method. Through the findings obtained, the strategic plan elements of open universities for the transhumanist era and the preparations to be made for the transhumanist future from today have been presented. As a result of the research, transhuman types that were not defined before were defined as follows; genetic, biological, technological and cryogenic transhumans. In addition, as elements that open universities may need in their strategic plans within the framework of individual needs; Items such as the development of new learning paths, the possibility of learning and digital gaps between transhuman and other people, the need for individuals to discover their own customized learning structures and the development of special learning experiences came to the fore. Factors such as technological infrastructure and technological readiness, preparation of special learning paths, being the enforcer of ethical rules and sanctions, ensuring readiness with research and development projects, technological competence, preparation for new living environments, recognition and sustainability of past learning have come to the fore especially at the institutional level. The issues that come to the fore when focusing on the social dimension are; social acceptance of transhuman, development of new cultural structures, economic and cultural contribution. In the last part of the research, in line with the transhumanist age requirements; Suggestions regarding the implementation of the strategic plans of the institutions towards individuals, institutions and societies are included.
