Abstract (EN)
This study mainly deals with the change of Turkish Foreign Policy in the static world perpection. March 1 permit as an important step towards understanding the changing conjuncture in Turkey were examined. The March 1 permit was evaluated with its reasons, actors, effects, perception and strategic perspectives. In this respect, the March 1 permit was considered as an important threshold not only for its effects on Turkish - American relations, but also in terms of shaping foreign policy by producing different perspectives. In this study, the process leading to the II. Gulf War and the approach of Turkish politicians to the process were evaluated. The significance of March 1, 2003's permit rejected, Turkey's reasons for refusal, mainly focuses on the impact on relations with other countries including the US and Iraq. Although Turkish Foreign Policy maintained its security concerns after the 1 March 2003 decision, it increased its mobility. Turkey has renewed confidence in the democratic decision-making mechanism, has made the transition from an integrated foreign policy to versatility, in the neighborhood relations, has become an actor who increases the peace mission and makes better use of soft power. March 1 permit, united the Turkish people against the war. Even some ministers within the government felt the need to explain that they did not support their proposals. Turkey applied in the last two months of shuttle diplomacy in the region for peace, summits have been organized, made efforts to mediate. This decision is important for Turkish foreign policy in two aspects. The first is the positive or negative consequences, and the second is that, after many years, the parliament has decided as an independent actor. Parliament's this independently decision it will be a source of prestige for Turkey that want to take on new roles. The pros and cons of the 1 March permit' were evaluated in the study. According to traditional security approach, Turkey has missed an opportunity to eliminate the terrorist activities. According to constructive approach Turkey has not been a partner that to a war without legitimacy, and to human rights violations.
