Abstract (EN)
The purpose of the this thesis has been written is to evaluate the development of the Turkish foreign policy in the perspective of the established governments up to the present from the end of the Cold War accepted as the end of an era in international relations and to add a new point of view to the literatüre.In the first part of the study primarily investigated the conceptual framework of Turkish foeign policy. Factors that influence the making of foreign policiy are examined and general informations are presented. Later, historical background of the thesis is discussed and this process is evaluated under two sub-topics: one of them is one-party governments periods and the other one is multi-party governments periods. In the second part of the study, the causes of the end of the Cold War highlighted and effects of this event on the Turkish foreign policy has been described. Again in this part, relations between the periods of coalition governments between the years of 1990 and 2002 with the EU, the United States, the Balkans, the Soviet Union and later Russia, the Middle East, the Caucasus and Central Asia regions are studied. In the third section, which came to power after the 2002 elections the AKP? s foreign policy philosophy is primarily discussed. On the other hand to the present day the four AKP government? s foreign policy practices and areas of application are presented. Moreover, the question of is there a shift of axis is examined. The final part of the study, post-Cold War Turkish governments are compared with before and after the AKP which is the main topic of this study. Differences of foreign policy between the coalition governments and the ruling AKP governments which is the stand-alone power is explained. In the periot of AKP, in contrast to te expressed inside and outside, it has been concluded that there is no a shift axis.
