Abstract (EN)

The aim of trade unions is to protect and develop common economic and social rights and interests, and to protect their interests in terms of social and cultural issues. In order to achieve this goal, employees and employers must establish unions. However, the rights of establishing and unionizing in public officials as employees differ. These differences arising from the status of public officials, their duties and services draw attention in international documents and national sources. Although this differentiation was wanted to be minimized in developed countries, it was not as liberal as the union rights provided to other employee groups. In our country, there is a serious differentiation on this subject and the subject needs to be detailed. In our study, first of all, the public officer was evaluated within the scope of national legislation and the concept of union was specified with international documents and historical data. Besides, the unions; The basic elements of formation and types of activity were examined in detail, and then, public servants unionism in developed countries and in our country in the historical process was explained. Later, in our national legislation, issues such as establishing a union, membership, collective bargaining and what is done in cases of conflict were explained by laws, and the changes made in public servants' unions during the state of emergency were specified.
