Abstract (EN)

Since health services are essentially a public duty, it is a duty of the administration and is the responsibility of the administration. However, it has become widespread today that health services are provided by private legal or real persons. Although the administration has control over all kinds of activities of private persons with various criteria, when it comes to health services, the fact that the nature of the service is public service requires more specific criteria in the supervision and responsibility of private persons who provide this service. The content of this study will be the administrative control of the health services to be provided by private hospitals and the service activities of private hospitals, the administrative responsibility dimension of the administration, which makes the private hospitals, which are the main authorities of health services, authorized in these services; private hospitals will be examined in terms of administrative control and responsibility of the administration in terms of these special criteria.
