Abstract (EN)

Contrary to today?s developing and branching needs government has difficulty in to respond to developing and branching needs with its existing financial impossibilities. As a result of this government tries to find alternative solutions in order to respond to these needs, especially government searches for ways to point opportunity belonging to civil sector to take needs of society. Build-operate-transfer model is discovered as a result of these searches.Government, with discovering of build-operate-transfer model, succeeds promptly to effectuate investment which not realizing fast that were postponed because of financial impossibilities and bureaucratic obstacles. Civil sector gets opportunity to use its present financial sources due to performing this model. Citizens who benefit this service could reach these services fast and of good quality after performing this model.Build-operate-transfer model which is performed with success in our country is a good model for both administrations, both people performing and benefiting from servicesAs a conclusion, besides requiring forming legislation of performing build-operate-transfer model practical and shortening the process of performing this model, build-operate-transfer model becomes absolutely necessary.
