Abstract (EN)

Sovereignty is shared between the legislative, executive and judicial branches in democratic countries. These branches exercise sovereignty within constitutional limits. The legislature determines the rules to be applied in the country in the form of constitution, law, parliamentary decision. The executive body governs the country in accordance with these regulations. The judiciary also resolves disputes between the legislature and the executive, between the executive and the citizens, or between citizens and citizens. The executive branch is divided into two: the political wing that sets the policies and the bureaucratic wing that implements these policies. While the political wing consists of the President and the ministers, the other wing consists of the administrative organization. Since the area to be examined in the thesis is the administrative organization, the political wing will not be emphasized. The Turkish administrative organization is basically divided into two as local administration and central administration. On the other hand, local administration is subject to a dual classification, in terms of functionality and location, however, both groups have their own public legal entities. However, central administration is within the legal entity of the state and consists of the central and its extension, provincial units. Although the Turkish administrative organization seems to have been separated with such precise lines, new types of formations and unusual structures began to form in the organizational structure, especially with the 2000s. The subject of investigation is the Presidency of Cappadocia Area, which is one of these formations. The Presidency of Cappadocia Area does not fully fall into any of the organizational classifications. The aforementioned presidency is neither local nor service decentralized, nor it resemble the establishments of the provincial unit of the centre. Depending on the reasons explained, it is seen that the Presidency of Cappadocia Area contains a Sui Generis structure. The Presidency of Cappadocia Area, which has an exceptional quality in Public Administration in terms of quality, will be examined in detail, taking into account the organizations and organs in which the said organization is in a causal link, and the duties, powers and responsibilities of this structure. The fact that no academic study has been carried out on the structure in question before will give the study a unique quality.
