As It is in all democratic instituions, union comittees are established by gathering all members of a union. However, due to the increase in the mumber of union members, recently, it has almost become impossible to organize comittee meetings with all members. This existing impossibility has led to a principle of selecting delegation for comitte meetings. The principle of delegation, first took place in official text in 1970 with a change in act 274 done by article 1317. However, Inadequacy in arrangements of principle of delegation and having been left to union statues, has given opportunities for anti-democratic rules which democracy within the union. Considering the problems occured in the application of Act 274, Act 2821 has been arranged including all specifications of principle of delegation, and in the statament of reasons of this article "democracy within unions" has been objected. During the period of act 274 natural delegation system has been eliminated and the principle of electing delegates to all levels of union organization has been accepted. Also, the statemont no rule put in union statues that hinder being elected as a delegate has been accepted. Hence, there would be no condituons for being a delegate and delegation would be open to everyone. With the changes just after the Act 2821, delegate elections for union comittee branches have been taken aut from the control of judicial power and left to union statues. Even though it has been critized for time to time, taking into account of applications of Act 274- Act 2821 has managed to establish democracy within the unions.
