The existential purpose of the states is to provide minimum and fair welfare services to their citizens and to provide an effective bureaucratic operation. At this point, employment opportunities are created in many positions before the public in order to realize both goals. One of these positions is "Private Office Manager". The said staff, who are responsible for the secretariat works and preparation of the work plans of the top managers or bureaucrats, have an irregular working relationship due to the nature of the work done. Within the scope of the thesis study, a new model has been proposed to determine the working conditions and well-being of the private office managers working in state universities in our country and to encourage a more humane and effective bureaucratic structure for these positions. In the first part of the thesis, which consists of three parts, the act of working within the framework of the concept of bureaucracy was examined, in the second part, the job definition of the private secretary's directorate was given, and in the last part, a new working model was tried to be presented based on the results of the quantitative research carried out with the participation of private office managers working in state universities. As a result of the quantitative research carried out, it is seen that the profession of the private secretary causes serious physical and psychological damage to the individuals who do this job, that there are serious differences in the remuneration of the private office managers working at different universities, and that there is an exceptional situation in order to provide job security and improve their welfare and well-being. The necessity of a labor legislation specific to staff and profession has been revealed.
