Digital transformation process in Turkish public administration system

Digitalisation has brought significant changes in the public administration system as in every field. The digital delivery of public services has saved many costs for both the state and citizens. The concept of digital citizenship has emerged and citizens have started to take an active role in public policy-making processes. Digital transformation has become an indicator of development as well as a factor that changes the way of doing business today. In this study, the indices measured in the reports prepared by international organisations on the digital development level of countries are included. The differences between the traditional state and the digital state are presented. In the first part, the Turkish public administration system is examined structurally and organisationally, and in the second part, the digital transformation process of the Turkish public administration is discussed in a historical context and the projects and practices implemented in this direction are mentioned. The work of the Digital Transformation Office, which coordinates the process, is included. In the last part, the process is analysed and the effects of digitalisation on public administration, public service delivery and policy-making processes are examined. In today's world where all personal data is transferred to the digital environment, the issue of cyber security, which should be given importance, is also discussed. Digital transformation should be carried out in a planned and safe manner in line with national interests, taking into account the risks it brings with it.
