Deviation of ethics values and administrative corruption in Turkish public administration

In the recent years, the phenomena of administrative corruption,which have increased dramatically, have brought the subject ?ethics? tothe agenda. In public administration, although judicial, organizational andfiscal dimensions of administration have been analyzed to a great extent,ethics has been very much neglected.Turkish society, has diverged from the process of becoming atraditional community, rather started to undergo the influence ofmodernization, and bound to this fact, Public Administration system hasbeen influenced as a result of these sudden changes in this process.While public organization, by itself, which has worked to adopt thisunexpected alteration processes has been emphasized to quantityregulations and shape, but making these regulations have not been takeninto consideration by governing and governed. As a result of the thesefactors, ethics of public administration has kept clear of a institutionalculture.In this work, deviations of ethics values and administrativecorruptions will be analyzed within the dimensions of their reasons, resultsand suggestions in Turkish Public Administration.This study, is composed of four main chapters. At the firstchapter, ?ethics and corruption? will be analyzed conceptually. In thefollowing chapter, the causes of administrative corruption will be evaluated.The third chapter will consist of an investigation on the types ofadministrative corruptions in Turkey. The final chapter will focus on the127studies and regulations on the normative frame related with theadministrative ethics.
