?THE POLICIES OF PERSONNEL RECRUITMENT IN THE TURKISHPUBLIC ADMINISTRATION?SUHA OĞUZ ALBAYRAKABSTRACTThis research paper analyzes the development of personnel recruitmentpolicies of the employees in the civil service within the Turkish Administrative system.In this respect, priority is given to the examination of the issues which are related tothe civil service, public administration and public personnel where the relationbetween those is mainly emphasized. Along with this, the progressive phases ofemployment policies in Turkey are established together with the current employmentmethods.Analyses point out that, for many years public employment is used as a tool toundermine unemployment in Turkey. However, the economic crises anddiversifications in the public administration perspective began to cause a systematicchange which resulted with the adoption of the merit principle in the execution ofemployment methodologies
