Abstract (EN)

Rapid transformation in science and technology has resulted in increase in the role and importance of administrators. In this context,the middle-rank administrators have became an intermediative rank between higher and lower ranks.Middle-rank administration has varying characteristics in different types of organization.There are vertical and horizantal types,and several diffrent ranks as well. In closer relations with higher-ranks, middle-rank administrators take part in the strategic decisions of the organizations.When they are closer to lower-ranks,they are only responsible for technical issues. Middle-rank administrators face all the problems existent in the Turkish public administration. Furthermore, problems in duty, responsibility, authority and inspection system turn middle-rank administrative positions into unwanted posts for qualified personel. The final section of this thesis puts forward the results of the survey applied to the middle-rank administrators in the Institute. According to the survey, middle-rank administrators follow up the scientific developments, and practice them in their daily works. All of them pre-service administrative training necessary; and most of them also deem in service training necessary as well. Middle-rank administrators is an important part of the Turkish public administration. It becomes more difficult to come up with solutions for 240 these issues as there is lack of special studies on middle-rank administrators. Studies on this subjects will provide these positions concerned with a more effective structure.
