Restructuruing administrative organization of Turkish national education

The basic aim of research examine the structural changes of the Central Organization of Ministry National Education between the years 1923 ? 2006 ; Organization steps which show authority and responsibility distribution. So as to realize this aim; legal documents which are related with research problem had been examined and literature investigated. At the research; the structural change that occurred in central organization had been worked to execute in a historical period manner. After data collecting operation completed by source investigation,information related with occurring change in the central organization had been compared one with another and analyzed. According to information in hand; it had been seen that education System has an organization experiment from Tanzimat to these days. But today; the coming point the Central Organization of Ministry of National Education forming management upper structure of Education System had been made in respect of formal organization model and there are a lot of units doing the same duties. This condition had been concluded the problems like repetition of duties and becoming complex of duties and increasing (division) of units doing the same duties. Necessary organization hadn?t been completed between the units, which form the central organization of ministry, coordination and cooperation hadn?t been done. Hierarchy ladder number is five in the independent Office presidency and six in the General Directorates in central organization.Central organization of ministry, which has more steps, has a vertical structure. It had been seen that decision period had been slow and decision levels are increased unnecessarily.
