In many countries around the World, national security councils have been existing country to country which functions are close but organizations, includings, juridical subject-matter can change.In our country National Security Council has entered government organization with Constitution of 1961. We had three different council which was like National Security Council before Constitution of 1961, but the duty area of these councils had been limited with the coordination of national defense services.According to the Article 118 of the 1982 Constitution, the National Security Council was composed of the Prime Minister, Chief of the General Staff, National Defence, Internal Affairs and Foreign Affairs, Commanders of the Army, Navy and Air Forces and General Commander of the Gendarmerie, under the chairmanship of the President of the Republic.Juridical implict in Constitution and connected with regulations of National Security Council, it have been ruled as charged foundation being help to Council of Ministers about having national security subject.
