Abstract (EN)
The historical heritage of ?government-post eternity? perceptive in Turkish political culture has been formed through social culture, belief system and relation between governing and governed parties. The superior position of the government above the society and considering the existence of the government as a main purpose has caused to emerge the perception that mythologize and sanctify the government. Through the historical process the father role of the government and child role of the society has caused to continue ?government-post eternity? perceptive both the in the Ottoman Empire and Turkish Republic. But this perception in the government philosophy has begun to change after 1980.Downsizing the state was considered as a way to avoid the capitalism crisis in 70?s and the liberalization trend accelerated in 80?s after the formation of Thatcher government in England and Reagan government in U.S. This period was the time of neo-liberalism in economy and New Right in politics.The political and social area that was formed with 1980 Military Coup and 1982 Constitution begun to change with the economical liberalization process which had begun with 24 January Decleration. The tendency of liberalization caused to develop and deepen the relations with IMF, World Bank and EU. While the globalization process has been accelerating in our political culture; new actors have begun to come into play and the position of the government has begun to be criticized. The democracy, human rights and civil society has become basic value for both governor and governed parties. The civilization movement and EU relations has directed the government to change. While the ?Society for government? perception has changed the individualization and the tendency to express thoughts in civil areas has risen. This situation increased the demands from the government and has risen the necessity to draw back the government from the civil area. This process which is the fearful, mythologized and forceful government can be understood as an important slip.Key words: political culture, government, neo-liberalism, globalization, civil society, civilization .
