Abstract (EN)

The Byzantine Empire, that is known as Eastern Roman Empire, appeared after the division of the Roman Empire as East and West in 395, and lasted over a thousand years with its capital Constantinople. Also Turks established powerful states with different names that had a significant role in history. As a matter of course both sides got in touch with each other inevitably and De Administrando Imperio is one of the most important sources for many researches which deal with the relations between them. It?s especially one of the most important work for the history of Byzantine Empire and the nations in the north of Black Sea. It gives significant data concerning the histories and characters of the nations neighbouring the Empire, including the Turks, Pechenegs and Khazars.De Administrando Imperio was written by the Byzantine Empire Constantine VII Porphyrogenitus who reigned since 913 to 959. Constantine VII was a scholar-emperor, who sought to foster learning and education in the Byzantine Empire. He wrote this manual between 948-952 to guide further rulers especially his son Romanus II. The study has drawn attention with data could not be found anywhere especially about the origins of the nations in the frontiers of Byzantine Empire. With many geographycal details, this work presevered its value from the time of its appearance to the present.This thesis tries to evaluate De Administrando Imperio in general and to make a research about Pechenegs and Khazars according to it.
