Abstract (EN)
All sectors have different innovation systems, and they need specialized policies for evolvement. By observing that the same sector in different countries is structured different innovation systems, the construction of an appropriate sectoral system of innovation is necessary for the textile sector, one of Turkey's most critical sectors. In order to manage the system effectively, measurement systems must be developed, and it is necessary to determine what industry-specific parameters will be needed, as well as standard innovation measurement parameters. This study aims to propose a suitable model for the Turkish textile sector, determine the criteria for evaluating the model, and achieve an efficient measurement method including sector-specific and nation-specific determinants.
