Within the scope of this work, a problematic has been identified that "Some of the countries competing in the tourism sector capture a sustainable success above-average than others in terms of income, and intensive demand, while others have demonstrated success in below average?. As a result of a comparison of two Eurpean countries with the highest share of 490 billion dollars of 900 billion dollars in the world among all the continents in tourism revenue and with similar and coequal cultural and natural tourism resources; Spain's 57 million tourists and tourism revenue of 61 billion dollars that take first place in the market and Turkey?s being far behind with 25 million tourists in the same sequence and with tourism revenue of 22 billion dollars is evaluated in this problematic. In order to put forth the reasons for such situation, it has been tried to answer the following questions:a. Which of the theories and models explaining the international competitiveness of countries has the ability to explain the national competitiveness in the tourism sector?b. With similar cultural, historical and natural tourism resources, what is the reason of the performance difference of Spain and Turkey both competing in the European - Mediterranean market in terms of tourism revenues and the number of tourists? The background of the conceptual framework was created with the literature search, and competitiveness of the Turkish Tourism Sector was measured by the interviews under Porter's Diamond Model (Diamond Model) in Spain and Turkey. In addition, as a result of the responses within the scope of interacting with each other, external facts as state and the chance and other internal factors in Porter's competitive Diamond Model, that can be expressed that Turkish Tourism Sector has competitive structure but to achieve a more competitive position, it is important to eliminate significant deficiencies that need to be improved to spread the competitiveness across the whole country instead of development in only certain regions on the basis tourism.
