Independent regulatory authorities within the Turkish administrative system and the i?nstance of Radio Television Supreme Council

Independent regulatory authorities, which have the capacity of regulation and supervision on the critical sectors such as banking, energy, communication and finance etc. and are interpreted as the reflection of states? transforming role on public administration within the economical and social life, influence the administrative system increasingly with each passing day. These establishments, which are equipped with independency and autonomy for being safe from the political pressure and industry-specific effects, aims to manage these goals by differentiating in the realms of authorization, organization, human resources management and budget etc. The objective of this dissertation is to analyze the place of independent regulatory authorities within the Turkish administrative system and among these authorities the place of Radio and Television Supreme Council, the authority responsible for broadcasting sector, with the help of data which is obtained from the workplace questionnaire. In this study, the Turkish administrative system is examined in the first place. Then, the particularities and reasons for emergence of independent regulatory authorities and their place within the Turkish administrative system are addressed. After studying the organizational structure of current nine independent regulatory authorities in Turkey, Radio and Television Supreme Council is scrutinized and the results obtained from the workplace survey is shared in the last chapter.
