Relationship between government and bureucracy post 12 September 1980 Turkey

This study aims to investigate the change in relations between government and bureaucracy in the post 1980 Turkey. In part I, bureaucratic power and its power base are examined. The nature of relations between government and bureaucracy in various political regimes, and the role of bureaucracy in democracies are reviewed. Relations between government and bureaucracy, starting from the Ottoman Empire in the early 19th century until 12 September 1980, are dealt with in part II. In part III, the era following 12 September 1980 which is a turning point in the Turkish political life, is treated to understand the changing nature of the relation between government and bureaucracy i.e. government efforts to reduce the power of bureaucracy. The results of the information gathered from politicians and top level bureaucrats trough questionairs to determine the views of both parties about the influence of bureaucracy on government in general, and during the Motherland Party (ANAP) government between 1983-1989 in particular are dicussed in part IV.
