Turkey in 2004 after local government reform: Critical assessment

Turkish republic founded after turkish war of independence on the collapse of central and burocratic Ottoman Empire that is multınatıonal state. Although Turkish Republic adopted democracy in terms of regime, he carried out his administration culture with an approach inherited from the ottoman empire. Central administration is still in strong position and local administrations remain under strict control of central administration in an approach of administration that brings Ottoman Empire?s character into the present. In recent years, even if developments in the fields of local administration elasticates its structure, at present, central administration maintains its prestige on it. Local administrations are important with regards to implementing principles such as development of democracy, autonomy, local poltics and participation. Restructuring to local administrations basis of puplic administration is an important step for our country. Reform studies in our country till 2004 haven?t provided a significant progress. In this regard, new laws restructure local administrations have been made. The reform of 2004 local administration and arrangements after it are the source of how much get over about local administration, how much become different from mentality of old administration and how much it has changed to working of administration. At present, excessive centrist structure maintain the validity or not will be understood in consideration of reform studies and applications. Laws prepared the effect of globalisation and european union accession process, compliance with the conditions of country, have been valuated within the scope of the study.
