A proposal for building sustainable risk intelligence in open and distance learning

In this research, it was aimed to conduct research on developing Risk Intelligence in Open and Distance Learning systems. In line with this goal, it was planned to form a Risk Intelligence Guide that can be applied in Open and Distance Learning Institutions. In the research, it was also aimed to create a checklist that will serve as a guide within the scope of creating individual and organisational risk intelligence in the management, communication, learning, technology, and evaluation dimensions of Open and Distance Learning Systems. In this context, the opinions of experts with sufficient and in-depth knowledge and experience were collected. Therefore, the research was designed as a qualitative case study. Firstly, a theoretical matrix was developed within the framework of the theoretical basis and individual opinions were obtained by Delphi technique with the questionnaire questions formed from this theoretical matrix. Then, the data obtained from individual interviews were analysed by FAHP method and a checklist was developed. This checklist was named as Risk Intelligence Cube Guide. This guide is considered to be a guiding tool in the design and execution of the Risk Management Process in Open and Distance Learning Systems.
