Comparison of education systems in Turkey and Azerbaijan

This study aims to compare the education systems of Turkey and Azerbaijan by examining key areas such as educational administration, supervision, philosophy, and teacher training processes to identify their fundamental differences and commonalities. As two nations with strong historical, cultural, and linguistic ties, Turkey and Azerbaijan share similar values in education; however, their education systems have been shaped by different approaches due to their social and political dynamics. In this context, a detailed comparative analysis of the educational structures of both countries is deemed necessary. The research findings indicate that management processes in both countries need to be updated to increase participation. Although steps have been taken in Turkey toward the delegation of authority, the centralized structure remains dominant in decision-making processes. In Azerbaijan, decentralization of management processes and granting schools more initiative and autonomy are recommended. In supervision processes, enhancing transparency and updating performance evaluation criteria are seen as critical requirements. Strengthening teacher training programs with modern pedagogical approaches is considered a significant need, particularly in improving quality assurance systems.
