The effects of ministry unifications to the employees and the provided services: Case study of Ministry of Family, Labor and Social Services

The new administration system of Presidential Government was founded in July 9th, 2018 and brought about new reforms with it to the executive authority. It also required changes to the number of ministries and the infrastructure of the institutions. Some of the ministries were discontinued, some of them were renamed and some of the ministries were merged with the others. In the new system, The Republic of Turkey's Ministry of Family, Labor and Social Services was found by merging the previous units of the previous Ministry of Family and Social Policies and Ministry of Labor and Social Security. The objective of this work is to investigate and exhibit the effects of this union to the affected rural staff of the ministries and to the provided services. To this end; services provided by the Provincial Deputies of Family, Labor and Social Services of Antalya, Isparta and Burdur and the changes brought to the personnel was investigated through surveys. Analysis on the obtained data was conducted by SPSS 20 and the propositions were evaluated. The thesis presented results that the union of these ministries were received negatively by the employees, haven't affected the provided services, the official union has not progressed in de facto manner. The business affairs of the ministry proceeded as usual but created some confusion for the citizens, which delivered a negative blow to the employees performance. After the union was made official, the reception of the employees degraded as there was not a significant change in the current working conditions and no positive change in the provided services.
