Examination of the football refereeing system in Turkey and some other countries

The aim of this study is to provide a comparative analysis of the football refereeing systems in Turkey, Germany, Brazil, England, Italy and Spain. The research employs a combination of qualitative research methods, including document analysis and a phenomenological approach. In the course of the study, a set of four structured open-ended questions was disseminated to referees who had received a FIFA badge in their country or had officiated in their country's top league and had left the profession within the last five years. The referees were contacted via widely used instant messaging applications such as Skype, WhatsApp and Facebook Messenger. A total of 72 feedback texts were recorded in the MAXQDA 24 software program from 18 referees who provided meticulous responses to all questions from each of the six countries. Themes and sub-codes created in accordance with the content of the feedback were subjected to a series of analytical techniques, including text portrait analysis, code mapping, code trend identification, code matrix scanner analysis, and code relationship scanner analysis. The research yielded data that was analysed to determine the manner in which referee committee management is conducted in Germany and England. It was established that this is the responsibility of a private company. An analysis of the central structure of the referee committee in Turkey revealed that it differs from that of the other five countries. Furthermore, the research revealed that over the past 20 years, 12 different individuals have served as the head of the central referee committee in Turkey, 4 in Germany, 5 in Brazil, 5 in the UK, 3 in Spain, and 4 in Italy. It has been observed that the number of assignments given to Turkish referees in the Champions League and World Cup is significantly lower than that of referees from other countries. In the analysis of responses to structured questions, it was found that English referees coded more frequently in the areas of education and support, Brazilian referees in expectations, and Turkish referees in the areas of problem sources, pressure, and violence. In conclusion, it can be posited that the success of countries in the world football arena, both at the national team and club levels, is reflected in the frequency with which referees from those countries are appointed to international matches. Despite the variance in findings and expectations regarding refereeing in accordance with differing socio-economic conditions, it is asserted that referees affiliated with an autonomous, non-political organisation, characterised by a structured training process inclusive of technological equipment and developmental programmes, and subject to a merit-based system, will demonstrate a more consistent progression, thereby contributing to the enhancement of football quality.
