Abstract (EN)

Inter-regional differences in terms of development is one of the basic problems of both developed and developing countries. In addition to economic reasons, historical and geographic factors are influent in the emergence of this problem. Inter-regional efficiency differences, which are regarded as an economic reason should be studied meticulously as underdeveloped countries don?t use their scarce source efficiently.This study has two main objects. The first one is to put `the policy implications based on eliminating inter-regional development differences? into a defined frame. And the second one is to present alternative policy suggestions with the aim of efficient usage of sources after determining whether regional sources are used efficiently or not.For the first purpose, the policies of Turkey which are based on eliminating inter-regional development differences are studied as a historical process as well as in the context of employed tools. In this sense it is determined that the struggles based on eliminating inter-regional development differences increased along with the development plan period and recently the EU process of Turkey lead the regional policies in Turkey. While considering the issue in the context of employed tools, four important tools are detected: region planning tool, privileged region implications, public investment and making administrative organisation efficient.For the second purpose of this study, an ampiric implication is carried out. To this end a case study of Turkey is presented based on the approach which says `under developed regions in terms of socio economic development don?t use their sources efficiently?. In this sense 26 regions of Turkey are analysed by using the Data Envelopment Analysis model, which is useful for measuring the relative efficiencies of Decision Making Units. In consequence of that analysis the regions which don?t use their sources efficiently according to this study are considered by using their positions in the order of socio economic development levels. According to the results of the analysis there aren?t enough evidence which supports that the regions which have low socio economic development levels don?t use their sources efficiently.
