Crisis management and public policies during the process of struggle against covid-19 pandemic in Turkey

This study aims at analyzing public policies and the process of crises menagement in Turkey. The Covid-19 pandemic has influences on the world and Turkey in terms of political, social and economic contexts. Pandemic caused to new crises. Governments needed to the governance of these crises rapidly. This situation created the requirement of implementation of public policies in different policy fields. This study, emphasizes the importance of countries' human resources, infrastructure and technology capacity in pandemics. This study evaluates the public policies purposing to improve these capacities in Turkey and it provides a case study in Turkey in terms of crises menagement. This study uses the reports, literature reviews and formal declarations of government for analyzes. In the conclusion, it indicates that crises management requires public policies in different and connected fields. It also provides an understanding about the how this process should be governed. The resuts presents weak and strong sides of public policies and the process of crises management. This study stresses the importance of public policies for improving qualified human resources, and the capacities of infrastructe and technology to struggle with crises as pandemic.
