Direct inspection tools of legislature organ on executive organ in Republic of Turkey

The theory of checks and balances is asserted to prevent the rulers from using these powers as a tool of oppression on humans' rights and freedoms in case of the legislative, executive and judiciary powers are convened in a single person or in a group of people. According to theory of checks and balances, in order to preserve the humans' rights and freedoms from the absolute power, legislative, executive and judiciary powers should be separated as different branches which are empowered to prevent actions by other branches and each branch has its own control and auditing mechanism. Thus the theory of checks and balances reaches its purpose. Legislative audit is one of the balance mechanisms that enables the theory of checks and balances to reach its purpose. The scope of the legislative audit, the ways of its functions, its auditing, and its results vary from country to country according to the government system in practice. In our study, we examine how Turkish Grand National Assembly executes auditing tools such as questioning, general meeting, parliamentary investigation, and the motion of censure on executive power and we give recommendations about how auditing tools should be used more efficiently to accomplish more effective results.
