During economis crisis that had an impact on the world economy and accompanied by that large enterprises couldn't keep in step with changes due to their cumbersome structure which caused serious economic loses, importance of SMEs have been understood in terms of their social and economic aspects and in the period of World War II this awareness has increased steadily. 1960s witnessed that times when large scale enterprises couldn't meet demands and changing customer expectations that occured associated with the rising living standards in the West while until that day they were achieving both to increase the quality and to reduce the costs by benefiting from mass production. Especially, large employment share of SMEs had led states to create policies for small and medium sized enterprises and after 1980s SMEs has became the main actors of the economy. SMEs that make up 99,9% of all enterprises in our country, provide significant contributions to national economy in areas such as exports, investment, R&D, credit use and especially employment, and additionaly to their economic identities they have an direct impact on human development which is a component of progress with their social effects on inhibiting inter-regional differences in terms of development. In policy studies desinged at both national and regional level and especially in development plans, importance of SMEs is mainly stated and they are addressed as the target group of policy instruments. For this reason, many institutions conduct variety of financial support programmes in different content to enhance economic and social value-added of SMEs', that are facing several problems as well as the advantages they host, by using their internal dynamics to solve these problems. Because of the significant effect of manufacturing sector on economic growth relatively higher than the service and trade sectors, SMEs operating in the sector were regarded as priority in support programmes. In this context, achievement of financial support programmes that targeting SMEs in manufacturing sector especially in terms of reaching target audience and responding to the needs of enterprises is very important in order to increase the effeciency of SMEs in the economy for the next period. In this thesis study, importance of SMEs and their problems have been evaluated from different aspects and analysis were carried out to highlight effeciency of SMEs in manufacturing sector in Yalova in terms of utilization from support programmes.
