Abstract (EN)
Public administration, as an administrative mechanism, is of great importance in terms of solving the problems of the society which are intertwined in many fields, directly or indirectly related to each other, sometimes contradictory. With the growth of societies in terms of population and development, the problems that the states have to solve also increase and this situation increases the services that the state has to provide. With the Law No. 6360, legal entities of special provincial administrations have been abolished. The duties, authorities and responsibilities of the special provincial administrations have been distributed according to their relation among the metropolitan municipalities and the central government. While sharing authority and duties, there have been problems on transfering of duties to which authority in the province. There are many debates on the existence of the provincial special administration due to the disruptions brought by sharing of duties between the central administration and local government units. With the new law first, new legal regulations have been made about the movable property, immovable property, rights, receivables, and then transfer of debts, goods and autorities of the special administration have been made. In the study, effect of reform process of local admistration in Turkey on the special provincial admistration will be investigated in point of transfering the properties and autorities and autorities of the abolshed special provincial admistration. In this context, in the first part, public administration, conceptual explanations on the special provincial admistrations and development of special administration from past to present will be studied. In the second part, the need for reform of the special provincial administration and the criticisms on the reform will be discussed. In the third chapter, an evaluation will be made on the problems faced by the special provincial administration in the reform process and the solution proposals for the problems. In this study, it is aimed to make a general evaluation about whether the abolishing of special provincial administration is appropriate.
